Early dance band charts and those "small stocks" that we used to play from that were transcriptions of the original charts by the famous bands were many times written in cut time to differentiate them from classical music. That was the main reason for using the C with the slash through it. Most band leaders who played those charts knew that you really played them in 4/4 time. They were sort of meant to indicate "swing" music. In concert band music cut time or 2/4 time was really meant to be played "in 2."
