Dave, There are only a few areas of Wales where Welsh is the preferred 
language.... and everybody can speak English but they (acually "we" I 
was born in Wales) often switch to Welsh to exclude strangers.

Welsh is now a compulsory school subject but it's not the language of 
instruction in State schools.  Anyway there's much more jazz to be found 
in England and Scotland to the best of my knowledge.
