The original versions are PD, given that that date is accurate.  High 
Society's date is accurate, to my knowledge.  To perform those pieces as PD 
works, you'd have to refer to those original versions, or any other 
arrangement that was done prior to 1923.  So, you can't legally go to a "Hal 
Leonard Soundpower" arrangement and record it.  (Why you would want to is a 
totally different question...)

In classical circles, it's called working from the urtext.  Anyone can make 
an arrangement of Bach or Mozart, but they have to go to the urtext to do 
it.  That's the reason there are so many editions of Sousa marches out 
there, they all go to Sousa's original and then add dynamics and 
articulations and tempo changes, and that constitutes an edition.
