Too many laws, too many lawkeepers.  
Spain is a lot more fun!  And, surprisingly enough few get hurt.  Having
said that, there is a problem now with young people, booze & fast cars, and
the cops have roadblocks for that.  They tend to wave the oldies through,
and stop all the young ones.

The general culture is, however, several drinks before dinner, bottle of
wine (between two) at dinner, and an after dinner drink (cognac, etc.),
along with a Cuban cigar.  Of course, all this takes place over a period of
about 6 hrs....dinner alone can take easily 3 hrs.
So, the traffic tends to weave a bit, and it is the sober guy that goes in a
straight line & has an accident!  (Just kidding.)

Sued?  Why would anyone bother?  It would take years to come to court, and
nothing would come of it, anyway.
