Just my two cents:

Regarding how band members should dress....
I think tasteful but simple (and comfortable) uniforms are best  such as 
matching T-shirts, or white shirts with ties, more or less matching 
pants.  As long as they avoid things that stick out like sore thumbs, 
such as shorts in the front line.  I believe shoes and socks should not 
stand out (if the pants are dark, so should be the shoes and socks). 

That's how I see it from the audience.
