There is a move in Europe to introduce a law where artists receive a
percentage of the sale price when their artworks are re-sold. This 
is supposed to help the struggling artists get more income from their
paintings, sculptures or whatever.

Maybe this should be extended to second hand CDs, books etc. ;-)

Sounds more like an excuse to set up another money grabbing organisation.
