wrong! An arrangement can be copyrighted as a work on a work.
Ex: Swanee River (Sy Oliver) (c) owned by Sy and Dorsey's Publisher.
I think it's Embassy Music.
All published arrangements carry a few copyrights.

Law suit on "Moody's Mood For Love" (James Moody)
Judge couldn't hear the chord changes and threw it out.
