Just to add to Stan's explanation, there is no way one can really "enhance" 
an audio file (except by removing clicks and hiss, for example) once you have 
downloaded and saved it to your hard drive. You can burn only what musical 
content is in the file.

Now, let's use the plug-in to create a file using that plug-in.
Open Nero.

Go to the "Extras Menu" and select the "Encode Files..." submenu.

Using the "Add" button, select a file which you want to encode with your new
plug-in.

Then, go to the Output File Format and select your new plug-in.

Note the "Target File" location - this is where the newly encoded file will
be stored. If you want, click on "Browse" and select another location for
Nero to store your file.

When that's done, click the "Go" button and you file will be encoded with
your new plug-in and stored where you want to place it on your harddrive.
