As Jim pointed out, the list had been down for approximately one week.

I had received an email from a member telling me that he thought it was 
down again.  Indeed, there had been no apparent activity for ten hours. 
  That happens sometimes, but since we had just gone through a long 
outage, I felt it appropriate to perform the most comprehensive test - 
send a posting and measure the delay time to its appearance, in both the 
moderator queue and the list proper.
