Excellent find, Marty and Dick ! Thank you both.
I have taken the liberty to forward the info to the Kid Ory Society on Facebook, and also given the DJML address so that interested members can join.

Subject: [Dixielandjazz] "1919" -- solved!
Friends,
We've been looking for the source of 1919 (aka 1919 Rag, 1919 March)
for decades. Most folks agree that it's too complex to be by Trad.
or Anon., but what's the source? Karl L. King's "Rifle Rangers" has
been suggested, but everybody who's looked at it has rejected it as a
predecessor of 1919 -- John Gill did that in this group in 2003.
Well, Marty Eggers, pianist/bassist from Oakland found the
answer: It's "Rough Riders," written by H. A. Fischler in 1914. You
can see it at
http://www.bandmusicpdf.org/bmpdf/R/RoughRiders.pdf
The way Marty tells it, he was searching www.bandmusicpdf.org for
another piece (which he didn't find!), he was aware of the many false
suggestions of Rifle Rangers as the source of 1919 and "couldn't help
wondering if the real title might be something similar, that is,
another two-word title with the alliteration of the 'R.'"
And here it is!
