The soundtrack of Blue Jasmine is an eclectic mix licensed from far and wide and it may be difficult to organize the licensing of a soundtrack recording, which could explain why none seems to have been issued yet, according to the current info at Soundtrack.net:

With persistence you might be able to cobble together your own mix by gathering the original parts, which are sourced at Soundtrack.net and also on IMDB:

You might not realize it from the trailers, (e.g. https://www.youtube.com/watch?v=iZ8t31LhNl0 ) but Blue Jasmine is full of Woody's beloved traditional jazz, as a glance at the above lists will show.

You could go to Amazon.com and find many of those tracks in downloadable mp3 format, even with a promo relating it to Blue Jasmine e.g.:
