I'm not expert, but....

Along with the page layout setting already mentioned, you can change
this in the style.

Style->Edit General Style...

Then select Page and there are several settings that affect staff
spacing. Stave distance, Great Stave distance and System distance

You can then save this style so it can be re-loaded later.
