This is sooo full of errors.   First off, the records were Shellac based,
not vinyl at that time.  Yes there were scrap drives but it was not a
government demand.  And you can expect records from the 40s to be in good
condition.  I've got lots of records from the 1920s that are in great shape.
Records with a lot of surface noise were probably played with worn needles.
Steel needles, which were what most pre-1940s records were played with
should be thrown away after every record.  They were designed to wear to fit
the groove and after two plays will no longer do that properly.   Multi play
needles of Osmium and sapphire lasted longer but were meant for lighter
pickups and records with less grit in their composition.  In general, really
worn records from the 1940s are not worth much.  Even with the war, they
made lots of records.  There are always some by obscure artists, or disks
issued in small numbers by small independents rather than Major Labels such
as RCA or Columbia which command more, even if worn.   Worn records from the
depression era might be worth more because most people could not afford to
buy records.  Even Major Labels didn't sell well.   The real question is,
since this person thought they were vinyl in the first place, does he really
even know if the records are from the 40s?

I'd love to see some pictures of the labels and or see label names,
performers and catalog numbers.  It's the best way to start.

As you know in the 40's the government demanded that all vinyl records

be turned in for them to melt down for the war efforts.
