I am a sound volunteer.  Sometimes, the last band of the night wants to do an encore, they rightly figure they won't impair the schedule of the next band.  The venue manager will signal to me to cut off their sound.  I officially report to him - but I think my real customers are the bands and the audience, so I have tended to let the band play on.  One year, it was a band which included a member of the Festival's board.  In that case, the decision was easy - the board member had more clout than the venue director, so they played as long as they wanted!

And yes, some bands hang about on stage after their set for so long that the next band has trouble setting up - and sometimes also the sound crew.

Festivals should consider having two sets of stairs to the stage and imply that one is "entrance" and the other "exit", then you would not get the clutter of "band leaving" and "band arriving" blocking the way.
