Rose and Souchon's New Orleans Jazz Family Album (1969) says only:

FOUGERAT, TONY (c, t) [cornet, trumpet]  b. N.O. April 25, 1900. A  
popular dixieland bandleader from the early '20s to 1966.

The only photo, from 1929, playing with The Dominos, indicates he was  
white. Nappy Lamare is on banjo, other not common names.
