I just did a little Googling on "peanut whistle," and the underlying
sense of nearly all hits was of something small and inconsequential.
For example:,

The street vendor selling peanuts blowing a whistle to attract
  customers
The high pitched (?) whistle of a switch engine
A trifling understanding, undertaking, etc.
An low-powered broadcast station
A QRM ham rig (my QRPest  was a one watt crystal controlled
  transistor rig)

Also many hits on "The Peanut Vendor" and those who recorded it, to
bring it back closer to music.
