?Unforgivably, the name of the original report was never cited! Here is the

Its not quite as bad as the title of the news stories would lead you to 
believe. The report is really aimed at archivists and archive personnel, not 
home collectors. They are not saying that analog methods are preferable, or 
that digitalization is dangerous (they clearly say the digital age is here 
to stay). With proper equipment, methods, and constant upkeep digital 
material will not degrade. Sounds like common sense, but unfortunately many 
archives apparently do not follow good procedure and think they can 
digitalize it and forget it. The authors also give suggestions of what 
should be done. One should also remember, pre-digital archives did not 
always take very good care of their material either.

As of yet, I have just skimmed the report so I cannot vouch for the complete 
accuracy of anything I just said :) so you should read it if interested.
