Hi Hank,
I can't be much help with locating Deb Schreyer.  Deb does play  plectrum 
banjo tuning rather than tenor.  I heard they have left the  Atlantic City 
area.  Maybe someone else can give more help.
 
An excellent alternative you have is to do real time online lessons with  
Steve Caddick, known for both his own outstanding playing and his interest in 
 teaching.  Steve plays and teaches tenor banjo.
 
I did online lessons on plectrum with Dave Frey out in California  several 
years ago.  I discovered that in some ways online lessons are even  better 
than face to face.  Below I am sending both a YouTube and a contact  site for
