Most of you probably know this, but S&S can be played over the chords or 
at the same time (I think) as Bill Baily.  Also, I was in New Orleans a 
few weeks ago and saw wedding parade that had three brass bands; one in 
front, one in the middle and one at the end. They were playing three 
different tunes but changes were all Bill Bailey.  Don't you think that 
chord progression deseves to be called the 2nd blues?
