Sibelius is one of the several music programs on a computer which
allow one to create sheet music, manuscripts, fake sheets etc. and
to also listen to result. It, as do the others, also provides one the 
ability to easily modify the music or enhance it as one might do in
arranging.
Other similar programs are Finale, Allegro, Encore and "Band in a Box"
-- the most popular ones. There are others.
