I think you must have miss-read something - most stations that do  
internet broadcasts stream current programs, maybe at most  a few  
seconds delay from the "on-the-air" program.

KFJC is still working on having archive shows, but some stations have  
the disc space (and "'bleep' the RIAA attitude") to also have music  
program archives available. WFMU New York/New Jersey in particular  
keeps their shows available for months after they air and many NPR/ 
PRI shows are archived.
