Some jazz authors call it 'interpolation', and it's done all the time; 
sometimes spontaneously and often by design. My experience has been that 
audiences, especially the non-jazz-aficionados, love it because it's 
something they recognize - even if it's only momentary - and especially 
when it's spontaneous. At a performance you can usually tell whether the 
improviser inserts that phrase each time he or she solos, by whether the 
rest of the band appears surprised and pleased.
