While I can't speak for everyone, I seriously doubt it, mainly because 
it is simply too hard to trace and they tend to go after the obvious 
places they think they can get money from rather than even try.  Like 
threatening the manufacturing plants who have a capital investment in 
their equipment and business far more substantial and liquid than any 
small OKOM band is likely to ever have.   They have something to lose, 
unlike most starving bands that do not even operate as a real business.
