Most histories of brass instruments show valve trombones well  
developed by the early 1850s (earlier examples are found in a few  
places.)

So your statement is "probably true"  ;-)

Folks:

Please notice that Willie Cornish is holding a valve trombone.  That  
means that valve trombones have been around as long as there has been  
jazz.
