There is a company specializing in reroofing in the hurricane zone.   Here is 
an article about a company doing reroofing (temporary) for FEMA:

of temporary roofing in the aftermath of these hurricanes.

decades, including multiple contracts for the USACE through several districts  such 
as Savannah, Mobile, Jacksonville, Omaha, Ft. Worth, and others. Carothers
