I think you're right, Dick.

ASCAP comes in, determines how many people you hold, how many days you're 
open each week, and what form of music is played (live, ratpe, radio, etc.) and 
then compute a total and present you with the bill. If you refuse or ignore the 
bill over time ASCAP sends someone in to write down any ASCAP-covered songs 
you might use. They only have to hear 1 to begin building a case... but they 
might spend a few hours over several days (incognito, of course!). That becomes 
their evidence.
