Not sure who is saying what here, but I do believe I accepted that African rhythms were intrinsic to N.O. jazz. One has only to have lived in West Africa to know that, when one listens to Elvin Jones's solo here: http://www.rhythmweb.com/drumset/

  Jazz comes directly from the blues. Specifically, field hollers, call and
  response which is very present in African ceremonies and rituals in
  different parts of Africa. Harmonically, yes there is european influence
  in chord progressions and basic theory, but the rhythms beat,
  improvisation are all African inspired.
