According to the link provided by Kurt, the piece is what is known in 
trendy digital circles as a "mash-up":  the digital 
tracking/overdubbing of two radically different musical elements to 
create a hybrid recording--a  digital audio heffalump, so to speak.

This ragged number appears to have been made c. 2002 by eminent 
digerato Matt Haughey, (website at http://a.wholelottanothing.org/), a 
well-known Internet website designer and site administrator from 
California.  Matt runs a most interesting international "community 
weblog" of 17,000+ members called MetaFilter 
(http://www.metafilter.com), which is well worth visiting and of which 
I am fortunate to be a member.   Matt is a music hound with a strong 
sense of the absurd, as the cut amply demonstrates.
