Hi, Bob!

I think banjo, just a few chord fingerings and ability to hold a pick
downstrum rhythmically.  You can learn to tune it later.

Second easiest, drums if all you need is beat-keeping.  Real drumming is
complicated and takes a while.

Of the horns, sax.  Simpler fingering than the clarinet and less embouchure
building that the brasses.

If the person can't keep a beat, discourage them.  We're already over quota
on arhythmic jazz musicians.
