Although I have Cool Edit 2000 (a stripped-down version of Cool Edit Pro) I 
think the procedure will be the same:

1.  Open the music file.

2.  Select under Edit...Enable Undo.  This allows you to back up and redo the 
mix if you want to change volumes or place of insertion.

3.  Select the place which you want the voice-over to begin.  Under Edit, 
select Mix Paste.  Choose the option of Overlap and choose the volume you 
want the pasted in material to be relative to the original file.  Specify the 
name of the file where the voice .wav is and click on From File.  

4.  After pasting, listen to the result and using Undo, modify volumes or 
start locations as you see fit.  Save the File AS the original name and add 
the words "with voceover" to the title.  This will allow you to save the 
original source material for other work later.
