If I may put in a personal comment:

This is typical of the city. What is touted as a draw to the rest of the 
world as a major reason to visit this city? Jazz. What is harder and harder 
to find unless you know someone who knows some hole-in-the-wall where there 
might be a band you would care to hear? Jazz. This town allows to decay, or 
actively destroys, everything it can which makes it different from any other 
medium sized city in the USA.

Another example: The city charges $3 /hour at its parking meters. The City 
Council wanted to raise more money, so they extended to cut-off time from 5 
PM to 7 PM. What they did not do was make provisions for reduced charges for 
people who work in the tourist service industry downtown. And public 
transportation, which used to be excellent, is now a bad joke. So, if your 
waiter seems to be overloaded, or there is a long wait for a bellman, you 
know at least one reason why many service businesses can't keep staff.
