Dear Joe, 
That is only part of the the story (pun intended).
The 1924 song you mention was "Good Time Flat Blues” recorded by Maggie Jones (with Louis) for Columbia.
It was adapted by Williams for the film ‘New Orleans’ and retitled "Farewell To Storyville”
The one published in Down Beat is, apparently, a different song, “Goin’ Back To Storyville”.
Over the years both have become tangled up with “Those Draftin’ Blues”, under various titles including “Storyville Blues” and “Bienville Blues”.
