According to the discographies it's Jabbo himself doing the scatvocal.

I've been rediscovering Jabbo Smith on youtube. Lots of hot uptempos where
he's on fire, but on the track below he's exceptional playing lead and 
doing
muted double-time behind Omer Simeon. The all-scat vocal is also 
wonderful.
Does anybody know if it;'s Jabbo? This was one of many 1929 Jabbo 
recordings
I heard. Was any trumpeter besides Louis playing with such zest and range 
at
that time? His conception anticipates Eldridge and is way ahead of his 
time,
it seems to me.
