A 2-1-9 would be worse than strange. A 2 wheel pilot, a single driver (on 
which side?), and a 9 wheel trailing truck. Which side get the extra wheel? 
One assumes the side without the driver.

Maybe such a thing would work on a spiral track going up a volcanic cone.
