Maybe.  But I don't recall hearing of Watters' ever playing without a drummer, nor did he ever replace Dart that I know of (if that was the drummer to whom he was supposedly alluding).  The only Watters recording without Dart I am aware of is the"Blues over Bodega" album (1964, made by a one-time "recreation" of the YBJB--the only original personnel besides Watters being Helm and Rose-- with Thad Vandon on drums).  I find it hard to believe that Watters would have gone so long with a drummer who "couldn't keep time."

In 1975 Graeme Bell was in America, did a week as intermission pianist at 
Earthquake McGoon's and visited Lu Watters at his home. Whilst there he 
asked Lu "Why did the wind instruments stand behind the rhythm section?" 
Lu's answer "Because the drummer couldn't keep time!".
