According to ASCAP, Ray Bauduc and Bob Haggard wrote the music and Steve
Allen wrote the lyrics. If other lyrics were written, those authors were not
credited and, therefore, didn't get any royalty checks each time Bob Romans
plays and sings "So. Rampart...".
