Here is another article about learning to improvise, posted by list  
mate Norman Vickers on his own jazz list. The link was sent to him by  
jazz master bassist Steve Gilmore who has a long association with Phil  
Woods. Steve down plays his own expertise, but you may rest assured  
that he is a master of his instrument as is Phil Woods.

The article stresses the importance of learning all of the chords and  
scales in music in order to perform at peak levels. Phil Woods demands  
of his students and band mates that they master their instruments. Any  
song, any key, sight read transpose etc., etc., etc.

Then, with a little practice, improvisation is easy.
