 Got this info from the old music marketing GURU Tom Wiggins,  who says these folks do what they claim and are worth every dollar spent.

They have a very extensive subscriber base of radio and music reviewers that will listen and play your music if it is good, and you can also sell digital downloads 
of your songs direct from the site if you choose to do so.   You make up a digital promo kit on their site and then decide which music genre markets you want to target, and they will send them out for you and send you the contact info back and help you track who is playing the music.

They run Holiday specials  for things like double or triple the number of stations sent to for the same money,  about $200.00 will buy you a lot of promotion to approximately 1200 stations that actually want to get the music if you take advantage of their specials.   You can also once you have the promo package activated can send it out to ANYBODY you wish in addition at no extra costs.   And you can change the songs after awhile and upload new ones to send out.

    Subscribe to the IndieBible  at  http://www.indiebible.com   it contains thousands of contacts for independent artists as well, to send your music and publicity materials to,  and they also have another publication that will give you an extensive list of Venues to call on for live performances &  work.  The online subscription has email and website links that are hot so you can then send them your promo kits and song samples direct.   Any way you look at it however it is a lot of WORK  something that most musicians don't want any part of.  As with all directories, the Printed versions often have a 30% error rate due to address changes, telephone number changes, and going out of business situations.  Station format changes etc.   So the online versions are better and more accurate sources as they get updated constantly.

Better to do it this way then just mailing your Cd to the radio stations blindly, because many of the DJ's and other personnel at the stations do have a tendency to take the Cds and put them up for sale on Amazon .com  when they can get away with it.
