That depends what you mean. If you mean taking a paper sheet of music,
putting it in a scanner on your computer, pressing a button and getting
a piece of music you can edit and transpose. Then BIAB is no good.
Actually there aren't that many programs that will even attempt that.

The one I know of and use is Neuratron Photoscore. It is designed to work
with Sibelius, but will work with other scoring packages.

Results are variable. You have to start with a clearly printed score.
Handwritten is no good. You usually end up having to tweak a fair bit.

If you are just talking about typing in the notes by hand (or maybe
playing them from a MIDI keyboard), then yes there are lots of programs.
BIAB will do it, but it's not its primary function and I always find
it a bit awkward. (it is excellent at other stuff though)

Sibelius and Finale are top of the range systems. They are expensive, but
will generate printer ready scores suitable for big orchestras. Both
produce cheaper, cut down versions.

I don't have experience of any of the other packages. So I'll let
someone else chime in here.
