All i know about is the software that comes for free with
Sibelius, called Photoscore Lite.
But you have to buy Sibelius, which could cost you $599 for the
professional version, or $295 if you qualify for the education-
discount version. There's also something called Sibelius First for
$129, one of whose features says that with it you can "Scan in printed
sheet music or open PDF files to transpose, edit and print."

I've used Photoscore Lite a number of times with separately
scanned PDFs of printed (not hand-written) music, and sometimes it
gets 95% of the music and sometimes it gets 10%. Depends on how
complicated and distinct the music is in the PDF. Sometimes it's just
faster to enter everything by hand yourself. I think there is also a
regular Photoscore for a lot of money (like maybe $300), but i don't
know anyone who has used it.

There are numerous programs for scanning a sheet of music that makes
it possible to transpose it, etc.
