I think you can teach jazz.  For an interesting perspective, listen to  
how J.B. Dyas teaches jazz. He too is appalled that some players who  
played in secondary school "Jazz" bands  and have virtually no  
knowledge of how to play jazz. All they do is read notes in many of  
those "jazz" bands. The lecture goes on for about 90 minutes so set  
aside some time if you want the perspective of a professional jazz  
musician (Bass) and educator. See

Dyas, was Executive Director of the Brubeck Institute for 4 years and  
is now Director of Education and Curriculum Development at the  
Thelonious Monk Institute of Jazz. He has been a jazz educator for  
about 30 years, as well as performing jazz with the likes of Bobby  
Watson, Red Rodney, Ira Sullivan, Ellis Marsalis and others.

Like anything else there are varying degrees of learning how to play  
jazz. I'm sure we all know folks who have been gigging jazz for  
decades and still can't play it. And teaching may not help them either.
