That looks like a pencil held pensively to his lower lip. I think the sound
Edwards makes is falsetto and control of the shape of the mouth along with
using cupped hand(s) near his mouth.

Marvin Ipswitch thinks the vocal/slidewhistle/ or ? Cliff Edwards solo
on "Homesick" was a tissue paper and comb solo. (hear it below) He
also points out that Lord's lists Edwards as playing a kazoo and not
as a vocalist on the record.

I will now confess that my original post calling it slide whistle
rather than a vocal was a misdirection to see what others thought. Dan
Levinson and I are firmly of the opinion that the solo is Cliff
Edwards (Ukulele Ike) doing a Vocal. There are similar vocals of his
on other records. But how did he get that sound?
To hear a similar Cliff Edwards "vocal effect" listen to the below:

NOTE at about 1 min & 20 sec the picture of Edwards scatting or
blowing into a foot long tube ending at his outstretched palm and what
looks like some tissue paper. Is this how he got that sound?
Bill Haesler what say you?
Cheers,
