Whatever can be said about where skiffle started, and where it is now, a sensitive old-age guy like me can clearly remember how hugely popular skiffle was in the in the late 1950s. Exemplified by Lonnie Donegan, tenor banjo player from the Chris Barber band. Lonnie led his own definitive (IMHO) skiffle group which had some major popular hit records, at least in the UK and colonies. E.g. "Does Your Chewing Gum Lose Its Flavour On The Bed Post Overnight?" Is the answer still eluding us?

Trying to define "skiffle" music comes under the same heading as trying to define OKOM, surely.
