Bands and others often do stuff like this for tax write offs.  For a long 
time people here would fly to Europe for dental work because it was cheaper 
and they could deduct the trip from their taxes as a medical expense.  When 
all was said and done they got a trip to Europe and got their teeth fixed 
cheaper than here.  Trouble is they published the scheme in a couple of mags 
and the IRS got wind of it.  Tax deductions make things happen sometimes.
