Regretfully I must tell you that nowadays, 25 years later, there are many people 
in my country who don't speak Dutch at all, or very poorly. But in the school of 
my 15 year old daughter, who is in 3rd grade gymnasium, they're still learning 
English, French, German, Latin and Greek (and music :-))
