I think you are referring to Boulder (or as some refer to it, The 
People's Republic of Boulder) where they hold an annual conference
related to the ills of the world.  This past conference received  
considerable notoriety because Boulder HS required students to attend a 
seminar in which much of what you referenced above was deemed to be 
acceptable for high school kids to experiment with
Musical connection?  Sex, drugs and rock and roll,  I guess.
