Try computer stores. It depends on what you have where you are, e.g., you
probably have Fry's Electronics there, but they are not in the DC area.
I just bought a box of 100 paper cd envelope/jackets at the new
MicroCenter store in Rockville, MD. (I needed to burn the cd's for
CentOS-5 Linux and needed something to put them in.) They also had bulk
jewel cases there.
If you want regular boxes to send multiple CD's in, there is a place here
called The Container Store that sells all kinds of boxes. I think it is a
chain, but I don't know where else they have stores. I never looked for
boxes sized to take multiple cd jewel cases, but I wouldn't be surprised
if they had them.
If you are sending them out a few at a time, I would tend to use the
bubble pack envelopes. They might be cheapest at Office Depot, but I
would look for them at well-stocked computer stores as well.
