There wasn't a small girl singing at the time I was listening -- just the
instrumental "Teddy Bear's Picnic", but "No School Today", with Big John and
Sparky, Gilhooley Mahoney and his famous Leprechaun Marching Band and all
the other regulars originated in Cincinnati.

As 'sung' by a small girl, it was used by "No School Today," with Big John
and Sparky (the little elf who wants nothing so much as to be a real boy) on
Saturday mornings. I think it originated in Cleveland. "No School Today" was
sometimes flanked by "Smiling Ed's Gang" and "Space Patrol." They lasted
into the very early 1950's.
