It is Acadian French dialect used by the French  that were evicted by 
the British fron what is now Nova Scotia and  ended up in Louisiana.
Nappy LaMare of the old Bob Crosby Bobcats used to sing it, and he said 
it mean soething like "Hey over there."
Thedialect, then, is Cajun French.
