I don't think this was a "town" celebration.  With attendence of only 200 out of a population of over 400,000 this appears to be a bon voyage party sponsored by the City of Sacramento and attended by assorted officials/bureaucrats.

Well, good for them. You have a town celebration, with a band, because 
someone won a lottery? Good grief! you must be short of entertainment. 
Can`t be much going on in town.
